The Forward Plan sets out decisions that the Cabinet, or an individual Cabinet Member intends to take over the following four months. The Plan is updated each month and republished and can be obtained from Brighton & Hove City Council Forward Plan or via e-mail at democratic.services@brighton-hove.gov.uk

 

The Council is required to publish notice of all key decisions at least 28 days before they are taken.

 

The Council’s Constitution states that a key decision is one that involves:

 

(a)    Expenditure which is, or the making of savings which are, significant having regard to the expenditure of the City Council’s budget, namely above £1,000,000; or

(b)    Is significant in terms of its effects on communities living or working in an area comprising two or more electoral divisions (wards).

 

As a matter of good practice, the Council's Forward Plan includes other items in addition to key decisions that are to be considered by Cabinet. This additional information is provided to inform local residents of all matters to be considered.

 

Meetings of the Cabinet are open to the public (with the exception of discussion regarding reports which contain exempt/confidential information). The Cabinet agenda containing all the reports being considered will be published 5 clear days before the meeting. Copies of the agenda and reports for meetings are available on the Council’s web site. Brilliant Brighton Business Improvement District (BID) - New Ballot

 

This report is to seek approval from Cabinet for the renewal of the existing city centre Business Improvement District (BID) in 2026, which strongly aligns with the city’s Economic Plan and core outcomes 1 (a city to be proud of) and 2 (a fair and inclusive city) of the Council Plan 2023-27.

The King Alfred Leisure Centre Regeneration Project

 

This paper seeks Cabinet agreement to progress the King Alfred Regeneration project from its current concept design stage (Royal Institute of British Architects Plan of Work Stage 2 or RIBA 2) through to spatial coordination and technical design (RIBA stage 3 and 4) including submission of the planning application.

Public engagement has been a key priority of the project since its inception in Autumn 2022, with four key phases having taken place so far:

• Phase 1, from September to December 2022: focused on core users of the King Alfred such as the leaseholders and sports clubs.

• Phase 2, from January to December 2023: connecting with wider community groups and residents, including a visioning workshop with over 50 participants, and an all-day drop-in event.

• Phase 3, Spring 2024. This phase aligned with the work to examine possible sites for the new facility. This phase included all-day drop-in sessions at the King Alfred centre and other venues an on on-line questionnaire which generated over 3,600 responses.

• Phase 4. From January 2025, this phase aligns with the work of the design team to develop the design proposals for the new facility. In addition to direct engagement with key users through the Reference Group, this phase included presenting to local groups such as the West Hove Seafront Action Group and the Hangleton & Knoll Project, as well as a series of focus groups sessions in April and May and ‘design surgeries’ with grass-roots sports clubs during July.
